Developing Clean Energy Technology
Action Plans for Climate Mitigation in Indian States
Purpose:
To develop State Level Action Plans for the systemic deployment of clean
energy sources across selected sectors in several states of the country for
Climate Mitigation.
Quantitative Outputs

Outputs
Improved capabilities at state level agencies to tackle climate
mitigation, emerging technologies, public-private partnerships and policy
formulation / implementation.
Activities:

Documentation and Data acquisition of Central / State level
energy / Renewable Energy policies, State Electricity Regulatory Commission (SERC)
Orders, State level RE Action Plans for states.

Project Initiation workshops with concerned agencies.

Collation of State level energy trends, trend analysis and
energy profiles of important sectors.

Assessment of currently deployed energy technologies.

Resource re-assessment of renewable and conventional sources.

Research and analysis based on above documentation.

Drafting of Clean Energy Technology Action Plans for states.

Stakeholder consultations and feedbacks on policy / regulatory
/ implementation functions through workshops.

Action Plan modifications.

Drafting Renewable energy laws / policies at state levels.

Drafting / Filing regulatory interventions if required for
wider inclusion of renewable energy sources in the energy mix.

Start dialogue on reorientation and capacity building at state
levels.

Capacity building dialogue and workshops targeted at SNAs,
Utilities and State Energy Depts.

Restructuring dialogue with key agencies including ISO
certification procedures and experience.

Technology Assessment procedures for new / emergent energy
technologies.

Round-up reports on reorientation dialogue in each state.

Final summary report covering all project activities.
Longer Term Impact

It is expected that the pioneering approaches developed in this
project will also spread to other major states in India.

The completion of the action plans by 2009 will enable both
Govt of India and several state Govts to assess their stand w.r.t. Bali Action
Plan and long term commitments.
States are at
the cutting edge of implementation of clean energy technology projects; the
fastest intervention in favour of climate friendly policies and choices need the
involvement of State level agencies.
Timeframe and Support
The project will extend over
the 22 months period starting June 2008. It is being supported by
UK-Foreign and Commonwealth Office.
